Not by yourself: Cartilage in general has poor regeneration ability, however several new surgical techniques try to regrow cartilage in focal areas in our joint.

Not yet: While it is possible to grow cartilage that has the gross appearance of articular cartilage, the regenerative cartilage does not have the same microscopic architecture or mechanical properties as native articular cartilage. Even so, some patients benefit clinically from currently available treatment with a procedure known as autologous cartilage implantation.
