Hard to answer: You do not provide the answer to the pivotal question. Why was a cd19 level being drawn in the first place? This is not a typical lab to be evaluated by a pediatrician unless there are specific concerns. It is important to keep an open dialog with your doctor and know why specific tests are being ordered.

It is possible...: Cd19 is found on both normal b-cells, but it also can be found on leukemic cells. Without knowing the specifics of what symptoms your child has, or if he has any other abnormalities from his blood work (red blood cell count, platelets, etc.), it is hard to know. An isolated high cd19 count does not mean cancer. Specialized tests can be performed on these cells to see if they look like leukemia.
