If facial droop was caused by a stroke could the droop come and go over a matter of hours or even minutes or would that point to an infectious cause?

Yes: A stroke can be transient and is called transient ischemic attack (tia). It can cause paralysis that lasts a few minutes to hours.

A TIA or...: Transient ischemic attack, a sort of mini stroke that goes away within hours, is more likely as a cause of vii nerve weakness (facial droop) than an infectious etiology.

If it's a TIA: Transient ischemic attacks (tias) are strokes that don't last. They're caused by temporary interruption of the blood flow, but the flow resumes before permanent damage occurs. You say "come and go" so i presume the situation was fully resolved. If not, you may want to resubmit your question in a more detailed way.
