Shoulder impingement syndrome should not cause symptom on the face. Your symptom is not consistent with a stroke but it could be due to trigeminal neuropathy. If symptom persists for days and weeks, you should see a neurologist. If symptom is transient for a short period of time and not recurring, you can ignore it.

Not clear what you mean from "nerve impingement in the shoulder". Facial tingling would not be due to shoulder problems, nonetheless. The tingling would not be a presentation of "stroke symptoms".
