Safe: They are safe in limited quantity but the problem is when people take too many and experience caffeine intoxication.

NoDoz (caffeine): Caffeine possible side effects: nervousness, insomnia, restlessness, irritability feeling hyper, ringing in ears, rapid or irregular heart rate, nausea, vomiting, GI upset, shakiness, dizziness or allergic reaction.
