Depends: Lh and fsh levels vary during the cycle. For instance around ovulation lh goes very high. So those tests need to be interpreted based on the timing as well. As far as pcos those tests have nothing to do with the diagnosis at all. So usually not very important except is unusual circumstances when a diagnosis is hard to see.

Yes: The fsh is typically higher than the lh. This ratio is often reversed in women with pcos.

Possibly: Lh levels are usually higher than fsh levels approximately 1 1/2 to 2 times with patients having polycystic ovarian syndrome. At times the lh level can be higher right before ovulation though.
