Either or, not both: As the word implies, if it is too long, it cannot not be too short. I am not an eye doctor, but it is possible to have one eyeball too long and the other too short, but one eyeball cannot be both. Maybe in one demension (say length) it is too long and the width is too short, but otherwise it is not possible to be too long and too short in the same demension. Consult doc. Good luck.
