See your doctor: Problems like these can only be correctly handled by your doctor in person. He/she needs to listen to you, perform an examination and possibly run labs or other tests. That's the only way he/she can find out what's going on and what to do about it.

Evaluation ASAP: You need to be evaluated by an infertility specialist. The most common reason for periods 2 times per year is pcos. And if you have reason to believe you don't have pcos, you need to first and foremost make sure you don't have something more serious like the beginning of early menopause. Sounds crazy but i see that commonly missed in women age 15-25.
