He's smoking it, too: He's a passive smoker of tobacco, crack & whatever else they smoke. Because he's small, his brain & lungs are more affected. Cocaine constricts blood vessels, causing drops in blood flow & oxygen to the fetal brain. Even if he had no "strokes, "he's at risk for developmental & behavioral problems + injury or death from accidents while his parents are high. Call cps; they won't reveal your name.
