Few possibilities: First you want to make sure the fracture is fully healed second, you may have a combination of stiffness and atrophy subsequent your injury and cast immoblization. Some therapy might be helpful for you to regain your preinjury level of function.

See ORTHO: Some times fractures don't heal well. You can get a mal union or a non union. See an ortho doc.
