Can a pars fracture still heal if it's a complete fracture?

Yes: For my patients i recommend several months of rest and bracing. At your age there is a good chance it will heal completely. In patients who don't heal completely, a "fibrous nonunion" is formed at the fracture site which is often asymptomatic.
