It could: Plantar fasciitis, or an arch ligament strain is a very common reason for arch and heel pain in the boot of the heel. If in back of the heel, it could be achilles tendonitis or bursitis. If pain is strictly under the heel it may be bursitis. Other causes of heel pain can be tarsal tunnel syndrome, arthritis, a stress fracture, referred nerve pain among others.

Possibly: Many things can cause foot pain. I would recommend seeing a podiatrist for an evaluation. Podiatrists specialize in foot and ankle care.

Combo treatment. : If you have plantar fasciitis, and hurt most with the first few steps in the morning, the more you can do together, the better: #1: supportive shoes. #2: firm inserts or orthotics. #3: oral antiinflammatories (check with your doctor). #4: stretching your foot and calf. #5: icing (10 min at a time). You may also need physical therapy or cortisone injections.
