Don't be afraid : Moderate means there is some factor 7. These levels can fluctuate a bit around a mean amount. Likely, she'll stay at around this level. Mostly impacting intra or post surgical bleeding. Or be completely asymptomatic. See <http://www.Hemophilia.Ca/en/bleeding-disorders/other-factor-deficiencies/factor-vii-deficiency/ > for reassurance.

Factor VII low: Factor vii deficiency caused by a genetic mutation is rare (~1 in 500, 00), and symptoms can be quite variable. It is important to rule out vitamin k deficiency as cause, since this can also can cause low factor vii levels. Most prognostic factor is how clinically affected patient is (lab abnormality versus actual bleeding issues). Can be treated with Novoseven if needed.
