Rash needs exam: Rashes are difficult to evaluate without being seen. Could be acne, folliculitis, mollusca contagiosum, many, many things. If it bothers you, see your doctor.

Keratosis pilaris: Your description sounds like a dermatologic condition known as keratosis pilaris. This condition produces rough and pimple-like bumps on the upper outer arms and back. Sometimes the inner thighs and face can also be affected.
