Yes: If you are referring to bull's eye retinopathy in Plaquenil (hydroxychloroquine) users, this is seen as a complicaton, usually of long term or high dose use of that drug, usually prescribed for sle or rheumatoid arthritis. It damages the cones - color vision - and focusing part of the retina.
