Depends: On what your definition of natural is. Sagging breasts are an imbalance of too much skin and/or too little tissue. Depending on then particular circumstances the solution is to increase breast volume and/or remove excess skin. A breast lift will improve the sag by removing excess skin. There will be scars but the breast is all natural-no man-made implants.

Sometimes: Pseudoptosis means the breasts sag primarily from loss of fat or breast tissue usually after pregnancy yet the nipples still remain in the center of the breast mound. Adding an implant to refill the breast envelope is all that's needed. However, if the nipple lies below the infra mammary crease (where the bottom if the breast meets the chest wall) then a breast lift will be necessary.
