Need to examine: It is not feasible to provide a meaningful opinion without examining the lesion , but a common lesion at the site you mention is a mucocele. If it persists, get larger, causes pain or gets infected, see your doctor.

Needs exam: It is not possible to tell without more information and seeing the lesion. I would suggest seeing your dentist, an oral surgeon, an ENT physician, or an oral medicine specialist.
