My step dad of 30 yrs now is 83. he has been to many dr.s and had surgery in his neck 4 his bicep pain. 1 yr later arms 40% usage. pain is so so sever?

He needs to see a : Neurosurgeon or orthopedic spine surgeon for an evaluation that should include other than a history and physical examination--testing including: a cervical mri, cervical ct, regular cervical x-rays and an emg/ncv of the arms. The orthopedic surgeon may be the better choice as he can evaluate the shoulder and biceps to make sure the problem is not there rather than from the neck.
