Hard to tell: Is this a change in the peripheral vision ? Or something on the eye or eyelid surface? Hard to tell from your description. Diabetics should become comfortable with regular evaluations by your ophthalmologist (not an optometrist) and this sounds like something that needs to be seen fairly soon.
