Is it possible to miss an ovarian cyst on a transvaginal ultrasound and find it on a ct scan?

Possibly: No test is 100% perfect and anything can be missed on any diagnostic test especially if it is small. In general ultrasound is best for imaging the female reproductive organs and is much less expenxive than a ct or mri.
