Vascular spasm: Some patients get a form of "ice cream" headache when exposed to cold air. This can cause a sudden spasm of the blood flow to the balance center of the brain as well as to the ear itself causing the symptoms you describe. The fact that it comes on quickly due to cold and can resolve if warmed would suggest against a tumor or infection or other more serious cause.
