No, not likely: Arthritis after trauma requires disruption of a joint. Rib fractures do not lead to this, but can still cause pain or spasm with forceful activities afterwards.

Not likely: The broken ribs usually dont cause arthritis. They only have articulations, or joints, where they meet your spine and sternum. It is extremely rare, and not reported to my knowledge.
