It depends on dose: Prednisone at moderate to high doses will cause sodium retention and associated fluid retention with ankle swelling as a manifestation. The effect can be seen with low dose Prednisone in patients with other medical problems prone to fluid retention.

Yes: Fluid retention is common, and ankles are dependent! so fluid settles there. Elevate the foot of the bed 2in. , lasy boy type lounge chair, stockings etc to help. Get off the steroid as soon as safe for whatever was the indication to use.
