Yes: Low hemoglobin (anemia) can be due to a variety of causes. As long as the reason for your low blood count is not due to bleeding, then anticoagulation with warfarin is ok. With history of DVT and pe, some type of blood thinner is essential to prevent new clots.

Anemia cause: This depends on the cause of the anemia (low hemoglobin ) if it is acute and you have active bleeding then you can not be on coumadin (warfarin). If the anemia is chronic and the cause is known and treated then it will be ok to be on Coumadin (warfarin) . You should discuss that with your physician and ask him about having an ivc filter.
