What causes some people to have eyes slightly crossed when it doesn't affect their vision?

Crossed eyes: If their vision is truely normal, you may be describing individuals with a high angle kappa. This means that the eyes appear slightly turned in but they are actually straight because of a slight angle of deviation between the line of sight and the anatomic pupillary center.
