My baby(6 months age) was born with oblique right foot do surgical operation is the only solution for his problem?

I never heard: Of an oblique foot , there is a club foot, a met adductus in any event, early casting is very helpful in many conditions. Speak to a podiatrist or orthopedic doctor specializing in foot and ankle.

? pediatrician says?: Often kids can have some distinctive appearing foot distortions at birth just from positioning in the womb. Many of these are quite flexible like thick rubber & their distortion will gradually improve with regular massage. Those that are stiff & appear fixed should be evaluated early by a pedi ortho to see if casting or surgery is needed.
