Yes and yes: Colonoscopy is minimally invasive and carries little bleeding risk or clotting risk, the main ones to be concerned with while on tamoxifen. As for knee arthroscopy, also minimal risk but always discuss your concerns with your treating physician as they can guide you best, knowing you more completely.
