I have bumps on both sides of tongue. and sore throat. would that be oral cancer?

Possible: Cancer should be the first suspect any unusual swelling , ' bumps' ulcer as cancer till it is proved otherwise. So a curable lesion will not be missed. See your doctor first for examination and possible biopsy.

Probably not: Sores on the sides of the tongue and sore throat are an indicative of an oral infection. Lymph nodes in the tongue and throat drain when an infection is present and enlarge. Some signs of infection can mimick cancer so it should always be considered
