Had 2 operations on big toe, now it is inch shorter. first for demi joint, second metal plate w/screws. now 6 yrs. on & off strong electrical pain. ?

Electrical pain : Is usually secondary to a nerve problem, it is possible there is a nerve caught up in scar tissue from the operation. Or, it can be completely unrelated.
