Electrical pain : Is usually secondary to a nerve problem, it is possible there is a nerve caught up in scar tissue from the operation. Or, it can be completely unrelated. Sometimes symptomatic big toe pain is actually a pinched nerve in the back manifesting systems at a terminal nerve branch. This is obviously something that needs to be evaluated in person. Why not return to the surgeon? If unhappy anotheopinoin.

Nerves or hardware: Pain could be from nerves in the area being pinched by the abnormal biomechanics caused by the shortening or could be from loosening of the retained hardware. I would go to your surgeon for an exam and x-ray.
