Probably turbinates: We have structures in the nose called inferior turbinates, which help to regulate airflow, and moisturize the air we breathe. Most people would be able to touch them with their little finger if they tried, though that is not recommended, as it may irritate them. However, it would be unusual to be able to reach that area with your tongue.

See an ENT.: May be several different things, but it doesn't sound normal. See an ear, nose & throat specialist (ENT) and find out for sure! they may be interfering with breathing, particularly when you sleep. This could be dangerous to your health and longevity and may be a very simple fix!
