Depends: Do you mean laparoscopic surgery (small incisions in your abdomen)? If you are having an operation on your uterus, tubes, or ovaries, the position in your cycle may make a difference. Endoscopic surgery makes no incisions anywhere on your body and is done with telescopes and whether you are having your period is not relevant. Ask your surgeon for details.
