Dermatologist: I would start with a dermatologist. Some skin lesions can have a shave biopsy, others need a punch biopsy (to go deeper), and some may be in areas that the dermatologist will recommend seeing a plastic surgeon. Of course, a primar care doctor can also review the skin and may help characterize common skin problems.

Primary care doctor: Skin cancer incidence is increasing. In some cases a "mole" starts to enlarge and/or change colors. These changes may be signs of malignancy in "moles." see your primary care physician first. He/she can further advise you. If indicated, he/she can refer you to a dermatologist.
