Veins? arteries?: Direct effects of impaired circulation, often venous can cause blue, numb arm and hand with weakness. Arterial blockage can do the same. Secondary vascular changes can occur after neurologic damage due to immobility & the rare onset of crps (look this up). Circulatory causes could include venous thrombosis and thoracic outlet syndrome.
