Neurologisr: There are many possible causes. The presence of weakness and numbness strongly suggest that nerves are being compressed in the arm. This could eminate fron the neck or from nerve entrapment at the elbow ( cubital tunnel syndrome). A neurologist can diagnose this with elctrical studies and radiographic imagiong as needed.
