Catch-22: A normal hb for a menstruating woman is 12-13, so you are still slightly anemic. The higher your hb, the less likely you are to need a blood transfusion after your surgery; on the other hand, you are probably having the surgery to stop excessive bleeding. Therefore, your gynecologist is in the best position to make this call. Btw-i assume you are taking an iron supplement?

How low can you go?: With good surgical technique, and a healthy cardiovascular system, your surgeon can avoid transfusion even if you go into surgery with a low blood count. As long as you tolerate the blood loss with your surgery, a transfusion can be avoided. Continue your iron therapy. Talk to your surgeon.
