My 8 month has a round red rash on her right cheek, is it eczema or ring worm? it doesn't seem to bother her and gives away with cortisone lotion

Likely not ringworm: Skin rashes are common in infants & a single patch of rash can be a lot of things.From drool rash to ringworm to allergic reaction, etc. If it improves with hydrocortizone it is probably not ringworm. It doesn't sound worrisome at this point so you can bring it up with your pcp at the next scheduled visit.
