DERMATITIS: Heat rash are usually in the body, fine, itchy and flaky. Eczematoid rash are localized in any part of the body, cubital, popliteal, face and characterized by your description. It responds to moisturizer or steroid cream.

Eczema: Rashes with dry looking , flakes , itchy are likely to be eczema. Heat rash are pinpoint red rash . For eczema you need a good moisturizer.
