Yes: White rings s/p op after tna is normal indicates formation of scar tissue which is expected after any surgical intervention. And yes you can brush your teeth.

Go ahead and brush: You should be brushing and flossing. I'm not sure what the white spots are without actually seeing you. You should check with the surgeon that did the tonsillectomy.
