Very doubtful: Pulmonary scarring is not uncommon wuth tb. There's no medical reason to remove it unless you are having symptoms like coughing blood.

No: The right upper lobe does not participate much in overall function of the lung. A scar in this area is usually well tolerated and doesn't cause any symptoms. Sometimes though a fungal infection can occur in the location of a prior TB scar.
