Superficial phlebiti: The IV catheter or fluids/medication placed into the vein may have caused irritation to the vein causing an inflammatory response with a cord like feel to the vein with redness, heat, pain being present. Vein may have a blood clot present, and will often move up the vein, hence the pain in the forearm to elbow. Often heat, time will heal this.

Get evaluated: This needs to be evaluated by the service that inserted the iv. It could be clot in the vein, infection, or extravasation of fluid (amongst others).
