Hard to say: Without an exam and review of your MRI it is hard to say accurately what your best treatment would be many partial tears can respond to conservative treatment with rest, ice, nsaids, and rotator cuff strengthening. If that is unsuccessful you can decompress the ac joint which may ultimately prevent a complete tear in the rotator cuff.

Physical therapy: 90% of these problems respond to physical therapy, nonsteroidal anti inflammatory medication and occasionally, subacromial cortisone injections. If, after 3 months of non operative care your symptoms persist and a MRI of your shoulder reveals pathology that can be treated surgically, then go ahead with it.
