Hard to say for sure: Without knowing some more history such as how long it's been there, is it tender, does it move easily, have you had any recent illness etc. It's hard to say with certainty. It most likely is a swollen reactive lymph node that will subside after a few days to weeks. If it bothers you, increases in size, does not go way it would be worth seeing your primary care doctor.

Likely a lymph node: Lymph nodes can stick out a little bit. It would be the most common reason for a small random neck bump.

Lymph node: may be a lymph node. Have you been sick recently? Is the bump under or on top of the skin? If persists, becomes painful, or changes, an evaluation with your primary care doctor may be warranted.
