Lymph nodes: Lymph nodes are located throughout the body ; generally noticable in exposed areas like the neck. They are usually pea sized at rest and enlarged when stimulated by bug bites, dermatitis, drainage or infection. They rarely can become damaged by infection ; grow to golf ball size ; need drainage or removal. Most enlarge and later shrink back down within a 3 wk cycle unless chronically stimulated.

Probably: I do have a lot of patients that come to my office complaining of a "boney lump" as you call it at the back of the neck. It is usually the spinous process of the C7or T 1 vertebrae, which are normal structures. In some patients they can be quite prominent. I would not hesitate to be seen if you are concerned.

Lymph glands?: The bumps you feel on your neck may be Lymph glands. If they are not tender or changing in size, then they are not a risk to your health, & you can just monitor them for now. Do report any changes to your clinician who can help. Thanks!

Likely a lymph node: Lymph nodes can stick out a little bit. It would be the most common reason for a small random neck bump.
