See below: Stick a water soaked wash cloth into the freezer, take it out and bite on it. Borrow a infant teething ring-once again stick it in the freezer for a few minutes and use.

Ice pops: Don't open a frozen ice/otter pop and let it thaw just a bit then you can bite on it inside the plastic for awhile. It gives way a bit so it doesn't feel as hard. Teething rings or sticks can work as well.
