Not related: Though i would suggest regular visits to your pediatrician if you are not already doing that. You may need to see an ENT or an opthamologist if one of her tear ducts is blocked.

Lid disease: Your description could be consistent with staphylococcal hypersensitivity syndrome. It is due to the body's immune reaction to exotoxins released into the tear film by overgrowth of bacteria on the lashes. It could be other issues so i would recommend seeing an eye doctor for further evaluation and treatment.
