10-12: The pre eruption development would vary greatly as does the eruption of teeth. You would need a panoramic xray to see these developing "tooth buds".

12: You can start seeing tooth buds around age 12 but one can not predict how or if they will erupt with that x- ray until later when the the tooth buds are fully developed into root of the tooth.

Early: As an orthodontist i see many panoramic x-rays of children as young as 8 with the earliest signs of wisdom tooth formation. Teeth take a long time to develop and erupt. Your top front permanent tooth, for example, that came in when you were about 7, began to form before you were born. If you have a wisdomtooth problem ask your dentist to refer you to an oral surgeon.
