Ringworm: Most likely ringworm which is a fungal infection that can be treated with topical antifungal creams. There are other skin diseases which can mimic ringworm such as eczema and psoriasis. It should be seen by a dermatologist for diagnosis and treatment.

Possible fungus: Your description could mean a number of things. If there is some scaling then a fungal infection is possible. Having someone examine this is important.
