I have small red dots on my arms, legs and hands. some have white rings around them and 3 have brown patches of skin. help please! could be petechiae?

Maybe: Petecchiae should not lighten if the skin is gently stretched. Usually rashes like you are describing are associated with a viral process. Recent cold or recent vaccinations may be associated. A good physical exam and basic CBC blood est would be helpful. Good luck!

Uncertain diagnosis: These lesions would need to be examined, a history obtained & other tests may be necessary in order to diagnose them. Usually the lesions needs to be identified to determine the solution.
