Worrisome: Sounds by your description like a "target" rash - have you been in the woods? I would worry about Lyme Disease (tick borne). If so, the rash won't last long - it should be seen tomorrow.

Insect bite: Sounds like an insect bite. Get it looked at ASAP, as it may be a deer tic bite and you would be at risk for Lyme disease. Go to the nearest urgent care facility or your family MD or the ER for evaluation and tx options. Take a picture of it now for comparison later. The red ring is a concern and makes it more urgent.
