Sounds like hives: Hives are raised itchy bumps, splotches, or welts caused by histamine, a chemical released during an allergic reaction. Blocking histamine by taking oral anti-histamine can help prevent new hives from forming, and help current hives fade away. For people over age 2 yr, zyrtec or Claritin (loratadine) can be used. A doctor can look to help figure out what the reaction is to (viruses, meds, foods, pets, etc.).
